Opinion Survey ~ If texting & talking on fone while driving , should " signing " be outlawed too ?

No and for a few reasons. I know deaf people because of being involved in a volunteer work. Most deaf are very careful when they drive. Think about it...they cannot hear an ambulance or firetruck when it has it's siren is blaring. They are very conscious of what other cars are doing so they know when to pull over. However, the DMV doesn't say, we are not going to give them a driver's license because they sign instead of talk. With that said, there is a difference between texting or talking on the phone because that does not need to be done while driving. And further, the deaf person does need to be careful, he could endanger others, so basically you need both hands on the wheel as much as possible. If they are not being careful, the police do have a right to stop them.
